Here is my
take on this matter. First of all, who was in charge of warning people
living in Isla de Oro, Cala-Cala and other flood affected areas? You
can not blame PAGASA because they did post warnings days before Sendong
arrived in Mindanao. And to think this was not the first time flooding
in these areas happened. Remember last January 3, 2009? The same areas
got flooded. There was a failure in warning these people because hundreds died and dozens still remain missing. Again, who was in charge of warning these people and preparing them to evacuate? Answer
this question and I think you will know whom to blame.
